Despite a hurricane Foster and Schmidt manage to follow the terrorists; however, tight security at the resort prevent them from overpowering the culprits who once again flee their grasp. Foster discovers that an executive of an oil refinery in Vladivostok is behind the terrorists. He wants to drive up oil prices. Foster and Schmidt call in a favor from international playboy, Omar Qassem, who helps them trace the terrorists to the Middle East. Foster comes close to losing his life while chasing them through the Suez Canal. The terrorists flee back to the Caribbean to seek asylum only to find Foster, Schmidt and Sims waiting for them. A fierce gun battle results.
